Policy Situation, Organizational Action Logic and Individual Behavior Choice ——The Policy Effect of Project-based System and Organizational Change of Higher Education Institutions in the Past 40 Years

摘要 40年来我国注重效率的项目制宏观政策取向,具有行政科层与市场竞争双重逻辑嵌套的特征,它推动了高校内部组织结构与制度的快速变迁,使得高校基于指标生产的组织特征愈加凸显,进而影响到微观层面个体的工作动机与行为。当前有必要反思这一政策取向所带来的相关效应,减少政府过多项目发包,还原项目的资源本质并回归学术组织本性。 In the past 40years,China’s efficiency-oriented macro level policy orientation and project-based system presented dual characteristics of administrative bureaucracy and market competition.It promoted the rapid transformation of the intrinsic organizational structure and system of higher education institutions,making its emphasis on quantifiable indicators more obvious,and significantly influencing the work motivation and performance of individual faculty members.It seemed necessary to reflect on the relevant impacts of such policy orientation.To optimize the present policy interventions,it was appropriate for the government to reduce excessive project contracts for higher education institutions and make government projects a pure funding channel,primarily for the sake of maintaining the essence of universities as academic organizations.
