配售电价格机制创新路径研究——基于开发区增量配电改革试点的探索

Research on the Innovation Path of Distribution and Retail Price Mechanism——Exploration of pilot projects for incremental power distribution reform in development zones

开发区是实施区域发展战略的重要载体,电力是开发区发展的重要保障。本文针对开发区增量配电改革试点,深入剖析其配售电价格机制,提出以下配售电价格机制创新途径:增量配电网运营竞标方基于配电网投资规划方案,灵活制定配电价格,建立考虑配电价格和供电可靠性的招标承诺制;配电企业在确定不同电压等级的配电价格后,直接向地方价格主管部门进行备案,实现分电压等级配电价格的配电企业备案制;针对区域面积较大、负荷集中度较高的增量配电网,进一步细化引入考虑位置信息的配电价格机制,引导负荷合理布局,提高网络资产的利用效率;当用户用电量超出一定范围后,执行“用电量越大,配电价格越低”的阶梯电价机制;发挥开发区配售电公司的自身优势,积极与用户签订购售电代理合同,通过降低各环节电价惠及终端用户。

The development zones are important carriers for implementing regional development strategies,which promote regional economic development.Electricity price is an important factor affecting the development of enterprises.Aiming at the pilot project of incremental distribution reform in the development zones,this paper analyses their distribution and sale pricing mechanism,and proposes the following innovative approaches for distribution and retail price mechanism:the operation bidders of incremental distribution network flexibly formulate distribution price based on the distribution network investment planning, and form a bidding commitment system considering distribution price and power supply reliability;Distribution enterprises directly file with local price authorities after determining the distribution price of different voltage levels;For the incremental distribution network with large regional scale and high load concentration,the distribution price mechanism considering location information is further refined,so as to guide the load distribution and improve the utilization efficiency of network assets;When the user’s electricity consumption exceeds a certain range,perform the ladder price mechanism of "The larger the electricity consumption, the lower the distribution price";Distribution and retail electricity company should exerts its own advantages,signs power purchase and retail agency contracts with users actively,and reduces electricity prices in all sectors,so that users can enjoy the favorable price.These have important theoretical value and practical significance for the sustainable and healthy development of the development zones.
