经济原则指导下的国防语言能力建设——战略与举措

Strategic Measures for the Building of Defense Language Capability Under the Principle of Economy

国防语言指的是服务于国防和军队建设的各种语言,其能力建设具有全局性、长期性、可持续性、针对性、区域性、战略性,因而也是一个高耗费、高投入、预防性的工程,为此,本研究提出采用经济原则来指导国防语言能力的建设。在讨论了经济原则指导国防语言能力建设的必要性之后,论文分析了经济原则指导下国防语言能力建设的主要追求:经济性投入为主导、需求型定位为指向和效果型驱动为过程。在此基础上,论文讨论了基于经济原则主导下的国防语言能力建设举措:多元渠道、重点优先、军民融合、前瞻储备、技术引入以及资源共享等举措。

Defense languages refer to the potential languages which can be of help for potential languages which can be of help for national defense and military construction. The construction of defense language capability displays such properties as all-inclusiveness, longtermness, sustainability, pertinence, regionalness and strategicness. As a result, it is also a project of high-cost, high-invest and preventive nature. In light of this, an economical principle is proposed for the construction of defense language capability. After a discussion of the necessity of the principle for the capability construction, the paper analyzes the main aspiration of the defense language capability under the economical principle: cheapinvestment as the core, need-positioning as the direction and the effectiveness-driven output as the process. Based on this, the paper further proposes and clarifies the main strategic measures for the construction of the defense language capability under the economical principle: multi-dimensional channels, priority of key languages, military and civil integration, preparation ahead of time, introduction of high technology and sharing of various resources.
