军队外语能力的内涵及其规划路径——“基于能力的规划”视角

Defining and Planning Foreign Language Capability of Military Forces: A Capabilities-Based Planning Perspective

军队外语能力建设是一个涉及诸多部门和环节的系统工程。在界定军队外语能力内涵和制定能力发展规划时,必须采取系统的视角,综合考虑目标、任务、条件、手段、标准等相关要素。借鉴美军"基于能力的规划"框架,本文对军队外语能力的内涵进行拓展,并举例说明该方法在军队外语能力规划中的运用。

The development of military foreign language capability is a complex process involving multiple overlapping actors and processes. A system approach is required to define and develop the foreign language capability of military forces by taking into consideration factors like effect,standards, conditions, means and tasks. Using the Capabilities-Based Planning as an analytical framework, this article extends the existing definition of military foreign language capability and illustrates a notional application of this method to the foreign language problem.
