不完全契约视角下社会资本参与社区养老模式研究

Mode Choice for Participation of Private Sector in Community Care for the Aged based on the Theory of Incomplete Contract

本文应用不完全契约理论,以社区养老项目净收益最大为优化目标,构建社会资本参与社区养老模式决策的理论模型;通过对已建理论模型系统地参数分析,发现项目目标人群的政府依赖程度和社会资本的资产运作能力是影响社会资本参与社区养老模式决策的关键因素,提出了不同情形下的模式选择方案;并进一步从现实障碍出发,以了解项目目标人群的政府依赖程度和评估与提升社会资本的资产运作能力为目标,从管理机制、社会资本及公众三个方面提出具体的政策建议以优化社会资本参与社区养老的模式选择。

This paper developed a mathematical model based on the FM model raised by Marco Francesconi and Abhinay Muthoo to study the mode choice for participation of private sectors in community care for the aged achieving the maximization of net values for the community care projects. Three modes are discussed in this paper regarding to the allocation of property rights between the government and the private sectors,including Operation & Maintenance,Concession and Privatization. The results indicate the dependence degree of the elderly on government and the asset operation capacity are the key factors for mode choice. When the dependence degree is 0,mode choice is dependent on asset operation capacity of private sectors. When the dependence degree is 100%,Operation & Maintenance is the most suitable mode. In other cases,Concession is more appropriate. Finally,several measures and techniques are put forward to overcome practical obstacles for the application of the model raised in this paper and eventually to optimize the mode choice in practice.
