党的十八届三中全会、十九大明确提出,健全农村留守儿童和妇女、老年人关爱服务体系。在乡村振兴战略实施的背景下,这对切实做好“三留守”关爱服工作,对于创新社会治理、维护社会秩序、构建社会和谐具有非常重要的意义。
