摘要
本文以政策工具理论为研究框架,通过分析秸秆饲料化利用的政策工具运用经验,提出秸秆处理政策工具应从强制型政策工具为主导转变多种政策工具并用。由于政策工具与政策主体之间存在动态关系,因此,应注重各政策工具之间的相互支持和相互影响,以及政策工具对市场主体和社会主体进行培育和能力建设的功能。政府主体要主动进行制度创新,使政策工具相互支持、相互成就,最终提升秸秆饲料化处理政策的整体效能。
Based on the Theory of Policy Tools,this paper analyses the experience of the application of policy tools in the feed utilization of straw,and holds that the policy tool of straw treatment should change from a compulsory policy tool to the combination of multiple policy tools.Because there is a dynamic relationship between policy tools and policy subjects,we should pay attention to the mutual support and influence between policy tools and the function of policy tools in cultivating and enabling market subjects and social subjects.The government subjects should take the initiative to innovate the system,break through the boundaries of the three major policy tools,make policy tools facilitating each other,and ultimately enhance the overall effectiveness of the straw feed utilization policy.
