环境补贴能实现经济发展与治污减排的双赢吗?——基于隐性经济的视角

Can Environmental Subsidy Achieve a Win-Win Situation for Economic Development and Pollution Reduction? ——From the perspective of hidden economy

作为工业化大国,中国出台了一系列环境补贴政策鼓励企业进行绿色生产,在存在隐性经济的现实情况下,本文基于2000—2013年中国省际面板数据,将隐性经济规模纳入环境补贴对经济发展与环境污染的影响体系中,运用分位数回归模型,实证考察环境补贴的经济效应与减排效应。结果表明,环境补贴对人均产出具有负向影响,隐性经济规模的存在会强化环境补贴的负向经济效应,且该强化作用在经济发展程度较低的省份更明显;环境补贴可降低环境污染水平,但隐性经济规模会对环境补贴的减排效果产生削弱作用,且这种影响随着环境污染的严重程度而加深。由此可见,环境补贴并不能达到经济发展与治污减排的双赢效果。

As an industrialized country,China has issued a series of environmental subsidy policies to encourage enterprises to be engaged in green production.In the presence of a hidden economy,this paper incorporates the scale of hidden economy into the impact system of environmental subsidy on economic development and environmental pollution,based on the panel data of provinces in China from 2000 to 2013,using the quantile regression model,the economic effects and emission reduction effects of environmental subsidy are empirically investigated.Results show that environmental subsidy has a negative impact on per capita output,the existence of hidden economy will strengthen the negative economic effect of environmental subsidy,which is more obvious in provinces with lower economic development.Environmental subsidy can reduce the environmental pollution,but the scale of hidden economy will weaken the emission reduction effect of environmental subsidy,and this effect will increase with the deepening of environmental pollution.Thus it can be seen that environmental subsidy can not achieve the win-win effect of economic development and pollution abatement.
