摘要
落实守信激励是建设社会信用体系的关键环节,科学、合理的运行机制是守信激励机制得以落实的前提。目前,我国企业守信激励机制以七项合作备忘录为法律依据,机制存在激励不足、激励执行信息不透明、第三方监督缺失以及企业信用评级主要由政府控制等问题。为克服企业守信激励机制的局限,应深化区域联合激励,拓宽激励领域,完善激励信息披露制度,明确各方责任,改进信用评级机制以及强化第三方监督。
It is a key link in building social credit system to implement trustworthy incentives mechanism and a scientific,appropriate operating mechanism is the precondition for the implementation of such mechanism. Currently,China’s trustworthy incentives mechanism for enterprises is based on seven memorandums of understanding and is faced with such problems as insufficient incentives,opaque information on the implementation of incentives,the lack of third-party regulation,and credit rating for enterprises mainly controlled by governments,etc.In order to overcome the limitation of the trustworthy incentive mechanism for enterprises,it is necessary to deepen regional,joint incentive,expand the incentive coverage,and improve the incentive information disclosure system,and clarify the responsibilities of all parties,improve the credit rating system,and strengthen third-party supervision.
