整乡推进整族帮扶:独龙族整族脱贫实践研究

Poverty Alleviation of Village and Ethnic Group as a Whole: A Practical Study on the Poverty Alleviation of the Dulong Ethnic Group

2019年3月8日,在十三届全国人民代表大会"代表通道"上,来自云南省怒江州贡山县人大常委会主任、党组书记马正山代表宣告:"独龙族从整体贫困实现了整族脱贫"。一时间,该喜讯被众多中外媒体转载,百度相关结果也很快达10 200个。4月10日,影响更大的喜讯在独龙江与全国各地传播--习近平主席亲自写信祝贺独龙族整族脱贫!之后,又有阿昌族等特困民族乡的少数民族也先后纳入"整乡推进整族帮扶"行列。自2014年起,云南省先后在16个州市98个县市区166个乡镇启动实施整乡推进。可见,独龙族在享受政府"整乡推进整族帮扶"中具有开创性意义,为此本刊特推出独龙族研究文章一组。

On March 8 of 2019, on the deputies’ passage of the 13th National People’s Congress reserved for the reporters, Ma Zhengshan, director of the Standing Committee and Secretary of the Communist Party Leadership Group of the Gongshan County People’s Congress of Nujiang Prefecture, Yunnan Province, announced that "the Dulong ethnic group as a whole have been lifted out of poverty". The good news was picked up by medias at home and abroad in no time, and a query to Baidu’s searching engine was soon returned with a list of 10,200 relevant results. On April 10, Chinese President Xi Jinping sent a letter of congratulation to the Dulong people on their poverty alleviation. With more influential effect, Xi’s encouragement spread across Dulong River and reached all over China. Afterwards, ethnic minorities in the poor ethnic villages such as the Achang ethnic group have also been included in the Campaign of "Poverty Alleviation of Village and Ethnic Group as a Whole". Since 2014, this campaign had been implemented successively among 166 villages in 98 counties of 16 cities or prefectures in Yunnan Province. In view of this, it is of pioneering significance for the Dulong ethnic group to enjoy the government’s "Poverty Alleviation of Village and Ethnic Group as a Whole". For this reason, Journal of Guangxi University for Nationalities specially presents a series of papers on Dulong research.
