教育现代化体系中四川电大转型发展的方向——写在四川广播电视大学成立40周年之际

The Direction of Sichuan Radio and TV University’s Transformation and Development in the Education Modernization System:Written on the 40th Anniversary of the Founding of SCRTVU

2019年中共中央、国务院印发《中国教育现代化2035》,这一年也正值四川广播电视大学成立40周年。站在新的历史起点上,回顾历史,总结经验,进而确定教育现代化体系中学校未来转型发展的方向,很有必要。40年间,四川广播电视大学的发展经历了学历教育补偿、改革调整探索、开放教育拓展三个阶段,呈现出办学类型更加多元、管理体制趋于稳定、学生规模持续增加、终身教育初见成效的发展趋势,也探索出宝贵的办学经验:一是要坚持扎根巴蜀大地,二是要坚持以人民为中心,三是要坚持与时俱进,四是要坚持面向四川发展需要。展望未来,教育现代化在为四川广播电视大学带来机遇和挑战的同时,也让学校转型发展的方向更加明确:第一,注重终身学习,大力实施“五马奔开、一马当先”转型升级发展战略,做到服务当地经济社会发展和广大人民群众的需求;第二,注重面向人人,坚持以“亲民兜底”的理念办教育,把电大办成老百姓身边的大学;第三,注重融合发展,大力实施系统建设拓展提升行动计划,依托高质量的师资队伍和产教融合提升教育质量;第四,注重共建共享,构建四川省终身学习公共服务平台,推动服务全省的终身学习体系建设。

In 2019, with the issue of China’s Education Modernization 2035 by the Central Committee of the Communist Party of China and the State Council, we celebrate the 40th anniversary of the founding of Sichuan Radio and TV University. Standing at the new historical starting point, it is necessary for us to review the history and summarize the experience in order to make out the direction of the future transformation and development of our university in the education modernization system. In the past 40 years, Sichuan Radio and TV University has gone through three stages: academic education supplement stage, reform, adjustment and exploration stage, and open education expansion stage. It has shown a trend of more diversified types of school running, more stable management system, continuous increase in students scale and initial results of lifelong education. Valuable experience in running schools has been obtained during these years, including sticking to taking root in Sichuan province, being people-oriented, keeping pace with the times, meeting the needs of Sichuan’s development. When we look forward to the future, while bringing opportunities and challenges to Sichuan Radio and TV University, education modernization makes the direction of its transformation and development more clear. First, we should focus on lifelong learning, vigorously implement the transformation and development strategy of“Five Horses Running, One Horse Leading”, so as to meet the needs of the local economic and social development as well as the needs of massive people. Second, we should face to every citizen, adhere to the concept of“close to people”to make RTVU a university next to people, Third, we should lay emphasis on integral development, carry out the action plan of system construction, expansion and upgrading, to improve the quality of education by high-quality teachers and the integration of industry and education, Fourth, we should pay attention to co-construction and sharing, to build a public service platform for lifelong learning in Sichuan Province and promote the construction of lifelong learning system that serves the whole province.
