我国社会工作标准化:现状、争议与思考

Standardization of Social Work in China:Current Situation,Disputes and Reflections

目前我国社会工作标准化已经取得了一定成果,但也引发了争议。标准化自身的历史和发达国家的实践都表明,标准化可以引领和规范行业发展。标准化对于我国现阶段社会工作专业化发展是有益的,但社会工作标准化是一项大工程,应当探索建立标准体系,分层次、有重点地逐步推进。在此过程中,要发动多方力量参与标准的制订,提高标准制订工作的开放性;要警惕"为了标准而标准化",并强化对标准的宣传和实施;要平衡好社会工作科学性与艺术性的关系;要把握好标准的层次性和时效性。

Up to now,standardizing social work in China has made important progress,but opinions divide about its process. Both the history of standardization itself and the standardization practice in developed countries prove that standardization can result in and regulate the development of an industry. Standardization is beneficial to the professional development of social work in China,but it is a huge project and we should try at establishing a system of standards first and then step by step,at different levels,and with emphasis on important issues,push the project forward. The process should be open and transparent and involve a multi- party participation;prevent"standardization for the sake of standardization";enhance publicizing and implementing the standards;balance the relationship between social work' s scientific and artistic characteristics;and properly handle the standards for different levels and times.
