祁连山自然保护区生态保护与脱贫攻坚“双赢”的路径选择

A “Win-win” Path Choice for Ecological Protection and Poverty Alleviation in the Nature Reserve of Qilian Mountain

近七十年来,祁连山自然保护区从无到有,保护区范围逐渐扩大,不但守护了西部地区生态安全,而且为区域社会经济发展提供了有力的支撑。现阶段,保护区内生态扶贫正处于压力叠加、负重前行的关键期,生态扶贫脱贫工作仍面临脱贫攻坚的紧迫性同生态治理周期性之间的矛盾、生态保护同扶贫开发之间的矛盾。保护区牢固树立协调、开放、共享的生态扶贫理念,优化体制机制,实现生态保护与扶贫脱贫双向同步,通过科技助力,实现生态保护与扶贫脱贫"双赢",确保到2020年如期完成脱贫攻坚目标,具有重要意义。

Over the past 70 years,the Qilian mountain nature reserve has been established and its scope has been gradually expanded,which not only protects the ecology of the western region,but also provides a strong support for the regional social and economic development.At present,the ecological poverty alleviation in the protected area is in the critical period and still faces the contradiction between the urgency of poverty alleviation and the periodicity of ecological governance,and between ecological protection and poverty alleviation.A coordinated,open and shared concept of ecological poverty alleviation as well as optimized system and mechanism should be established in the protected areas.It is of great significance to realize the"win-win"of ecological protection and poverty alleviation with the development of science and technology,and ensure that the key goal of poverty alleviation can be achieved by 2020 as scheduled.
