横纵重构:国土空间规划管理框架逻辑思考

Vertical and Horizontal Reconstruction:Logical Thinking on the Framework for Spatial Planning and Management of Territory

国土空间规划是为维护国土空间秩序而实施的一项重要的国家治理行为。自党的十九届三中全会通过成立国家自然资源部之后,建立央地各级政府行政管理分工明确、权责一致、传导有序的空间规划体系也越来越迫切。在“横纵”双重视角下,梳理我国传统国土空间管理的基本逻辑,总结基于部门架构的平行分工与制衡分工,以及基于层级架构下的分级审批与纵向督察的空间管理特征,针对当下我国从地方到中央空间规划管理的创新举措,解析其变革过程中的深层次问题和背后释因。在借鉴国外空间规划管理经验的基础上,提出建构中国空间规划管理框架的重构思路和制度建议。

Spatial planning of territory is an important act of national governance to maintain the order of terri tory space. After the third plenary session of the 19th CPC central committee approved the establishment of the Ministry of Natural Resources, it is also more and more urgent to establish a spatial planning system with clear division of administrative management between central and local governments at all levels, integration of power and responsibility, and orderly transmission. From the“ horizontal and vertical”double-perspective, this article sorts out the basic logic of China’s traditional spatial management of territory, summarizes the parallel division and the division of checks and balances based on the departmental structure, as well as the spatial management characteristics of graded examination and approval and vertical inspection based on the hierarchical structure, and analyzes the deep problems and the underlying causes in the process of reform against China’s current in novative measures from local to central spatial planning and management. On the basis of drawing lessons from foreign experience in spatial planning and management, this article will put forward some ideas and institutional suggestions for constructing the framework for China’sspatial planning and management.
