我国市政公用事业特许经营项目行业监管研究

A Study of China’s Industry Supervision on Franchise Projects for Municipal Public Utilities

建立科学的市政公用事业特许经营制度,关系到市政公用行业市场化的顺利推行,关系到市政公用事业的健康稳定发展以及维护公众利益和公共安全。在分析我国市政公用事业特许经营项目行业监管存在问题的基础上,借鉴发达国家相关监管理论和实践经验,进一步探索我国市政公用事业特许经营项目行业监管的模式,提出加强我国市政公用事业特许经营项目行业监管保障机制的建议。

The establishment of a scientific franchise system of municipal public utility is related to the smooth implementation of marketization of municipal public industry, to the sound and stable development of municipal public utilities, and to the maintenance of public interests and public security. On the basis of the analysis of problems in China’s industry supervision on franchise projects for municipal public utilities, this article draws lessons from relevant supervision theories and practical experiences of developed countries, further explores the industry supervision mode of China’s industry supervision on franchise projects for municipal public utilities, and puts forward some policy suggestions to strengthen it.
