中国外资管理体制的变革与国际投资体制的未来

China’s Reform of FDI Regulation System and Future of International Investment Regime

近年来,国际投资体制在自由化与便利化方面取得了一些进展,同时投资保护主义也有所抬头。中国从2013 年以来,推进高水平开放,外商投资管理体制改革取得显著进展,投资开放水平明显提高。这为中国积极参与国际投资体制建设奠定了基础。未来一段时间,国际投资体制虽然面临投资保护主义的压力,但投资自由化与便利化的总体趋势不会逆转。中国应该通过国内法建设以及综合运用双边、区域、诸边及多边多种谈判方式,积极推进国际投资体制建设。

Much headway has been made in international investment system in recent years in terms of investment liberalization and facilitation. Meanwhile, investment protectionism has also been on the rise. Since 2013, China has made efforts to promote high-level investment opening-up and remarkable progress has been made in the reform of foreign investment management system, leading to significantly higher level of investment opening-up. It has laid the foundation for China’s active participation in the construction of international investment system. In the future, although the international investment system is under the pressure of investment protectionism, the overall trend of investment liberalization and facilitation will not be reversed. China should comprehensively use domestic law construction and bilateral, regional, plurilateral and multilateral negotiations to actively promote the construction of international investment system.
