城市燃气市政基础设施绿色评价指标研究

摘要 基于我国国情及现行标准规范,从行业引领和专业发展角度,提出评价城市燃气市政基础设施绿色程度的系列指标:燃气在城市一次能源消费的占比、城市燃气普及率、生物质燃气总量指标、单位长度管道输气量、燃气系统无事故保障时间、应急调峰保障能力、减排量指标、输送介质单位能耗、燃气供销差率、绿色设施及水工保护覆盖率、绿化用地覆盖率、环境提升与生活舒适的幸福感、城市燃气管网智慧服务平台,初步构建形成城市燃气市政基础设施绿色评价指标体系,以推动城市燃气市政基础设施向清洁低碳、保障供应、安全可靠、节约高效和智能管控的方向发展。 Based on China’s national conditions and the current standards and codes,from the perspective of the industrial leadership and professional development,a serial of indicators to evaluate green degree of urban gas municipal infrastructure are proposed,including the proportion of gas in urban primary energy consumption,urban gas popularization rate,total biomass gas index,pipeline gas transmission capacity per unit length,no accident support time for gas system,emergency peak-shaving support capability,emission reduction indicator,unit energy consumption of transport,purchase and sale difference rate,coverage ratio of green facilities and hydraulic protection,green land coverage ratio,happiness of environmental improvement and life comfort,smart service platform for urban gas pipeline network. A green evaluation index system for urban gas municipal infrastructure is initially constructed to promote the development of urban gas municipal infrastructure in the direction of clean and low carbon,guaranteed supply,safe and reliable,cost-effective and intelligent control.
