该文针对设备招标采购管理中存在的深层次问题进行分析探讨,提出基于用户导向解决问题的方法:完善科室设置和法规制度以解用户之困;采购流程优化再造以解用户之难;培养专业人才以解用户之疑;创新服务方式以解用户之惑。旨在对完善高校设备招标采购、提高招采质效进行有益的探索,为高校设备采购管理提供可借鉴的操作方法。

This paper analyses and discusses the deep-seated problems existing in equipment bidding and procurement management and puts forward user-oriented solutions such as improving office structure and regulations, optimizing procurement process, training professional talents, and innovating service methods. The purpose of this paper is to explore how to improve the bidding and procurement of equipment in colleges and universities and how to improve the quality and efficiency of procurement so as to provide reference for the management of university equipment procurement.
