国外城市开发边界划定研究

Study on Urban Growth Boundary in Foreign Countries

城市开发边界已成为国际通用的城市增长管理工具,国际经验表明,城市开发边界对于控制城市无序蔓延、保护自然资源和生态环境、实现城市的可持续发展,发挥了重要的作用,是不可或缺的城市空间管制手段和政策工具。本文选取英国、德国、日本、法国等国家的典型案例,总结出当今国外城市开发边界划定的主要模式,包括以英国伦敦为代表的绿带政策、以美国为代表的精明增长和政策管控以及以日本为代表的分区控制。

Urban growth boundary has become a universal tool for urban growth management in the world. International experience shows that urban growth boundary plays an important role in controlling urban sprawl, protecting natural resources and ecological environment, and realizing sustainable urban development. It is an indispensable means and policy tool for urban space control.This paper selects typical cases of Britain, Germany, Japan, France and other countries to summarize the current foreign models of urban development boundaries, including green belt policy represented by London, smart growth and policy control represented by the United States, and zoning control represented by Japan.
