摘要
限制速度作为约束驾驶行为的安全性指标,是城市道路车速管理的主要依据,限制速度的取值是否合理将直接影响城市道路的交通安全和通行效率。目前国内城市道路的限制速度大多直接套用其设计速度,这种做法在一定程度上造成了道路资源的浪费。本文从两种指标的含义和关系入手,研究以设计速度作为限制速度可能存在的问题,并以杭州市为例,对城市道路限制速度调整方案的研究过程进行介绍,并对提速一年后的运行效果进行评估,结果表明道路流量和运行车速均有不同程度提升,周边衔接路网运行稳定,交通安全情况未发生显著变化。
As a safety index of restricting driving behavior, speed limit is the main basis for urban road speed limit management. Whether the value of speed limit is reasonable or not will directly affect traffi c safety and effi ciency of urban roads. At present, most speed limits of urban roads in China are directly borrowed from its design speed, which causes a waste of road resource to some extend. Starting from the meaning and relationship of the two indexes, the paper, taking Hangzhou as an example, studied the possible problems of this method. Firstly, it introduced the research process of the adjustment scheme of urban road speed limit. Then, the operational effect was evaluated after increasing the speed limit for one year. The result showed that traffic volume and travel speed had both been improved to some degree and the surrounding connecting road network operated stably, there was no signifi cant change in traffi c safety.
