Abstract] Today, China is in a new historical period of breaking the urban-rural dual structure and moving towards the integration of urban and rural development. With the rapid transformation of agriculture from traditional production mode to modernization, the relationship between urban and rural areas has been further strengthened. At the same time, its internal contradictions have become increasingly prominent, especially in large metropolitan areas and the periphery of urban belt, the problem of rural development is particularly obvious. A large number of theories from different perspectives prove that urban and rural development is not a closed and independent process. This context also urges the global rural development research to start from the relationship between urban and rural areas. It is of research and practical value to bring rural issues into the organic whole of urban-rural connection and integration. This paper selects Tokyo metropolitan area as the target, and studies its development background, innovation mode and strategy through case study and literature research. Then, according to the interaction logic between urban and rural areas in spatial system, social politics and economy, material resources and other dimensions, a comprehensive and integrated "rural development strategy package" is proposed, which puts forward strategic suggestions for rural revitalization around large cities in China.
