“一带一路”背景下我国城乡规划标准在西亚应用问题及对策研究

Problems and Countermeasures Research on Internationalization of Chinese Urban-Rural Planning Standards in Western Asia under the Background of "The Belt and Road Initiative"

随着“一带一路”倡议的深入推进,我国从产品输出逐渐向产品、工程、技术、标准全方位“走出去”转变,标准化在推进“一带一路”建设中发挥基础性和战略性作用。就城乡规划而言,我国标准与“一带一路”沿线国家标准体系的兼容性不高,成为制约我国企业境外投资、工程承包“走出去”的障碍。本文通过对西亚国家城乡规划标准应用的基本情况及未来发展趋势的研究,从西亚国家与我国城乡规划行政管理体系和技术标准体系的差异性入手,重点分析我国城乡规划标准在西亚国家应用面临的主要问题,并提出通过加强我国城乡规划体系走出去的“本土化”进而提高我国城乡规划标准在西亚国家的适应性,以及针对政府、行业组织、企业等不同主体提出推动我国规划标准“走出去”的对策建议,为我国工程建设项目“走出去”提供有力支撑。

With the promoting of the Belt and Road Initiative, China has gradually shifted from output of products to "going out" in all aspects of products, engineering, technology and standards. Standardization plays the fundamental and strategic role in the construction of the Belt and Road. As far as urban and rural planning is concerned, the compatibility of standard system between China and the nations along the Belt and Road is not well enough, which has become the main factor restricting the Chinese enterprises' overseas investment and project contracting out. Based on the study of the process, current situation and future development trend of standardization of urban and rural planning in West Asian countries, this paper focuses on the main problems faced by the application of China's urban and rural planning standards in West Asian countries by analyzing the differences between the urban and rural planning administration system and planning system in West Asia and China. And it's proposed to enhance the adaptability of urban and rural planning standards in Western Asia by strengthening the localization of China's urban and rural planning system. In addition, this paper puts forward some countermeasures and suggestions to promote the "going out" of China's planning standards for different subjects, such as the government, industry organizations, enterprises and so on.
