文旅型小城镇可持续规划体系构建的探索与实践——以陕西省青木川镇为例

Exploration and Practice on the Construction of Sustainable Planning System in Cultural and Tourism Small Towns: A Case of Qingmuchuan Town in Shaanxi Province

随着全国城镇化进程的持续推进,文旅型小城镇在特色小镇建设及乡村振兴中扮演着越来越重要的角色,但各类型层次的规划又往往各自为政,导致城镇建设思路难以统一,可持续发展的动力不足。如何建构一套可持续的规划体系,持续性地科学引导城镇发展建设显得尤为重要。文章通过分析文旅型小城镇可持续规划体系构建的必要性和“优先、包含、系统、动态”的逻辑关系,结合陕西省汉中市宁强县青木川镇十年间可持续规划体系构建的实践案例,总结可持续规划体系建构的要点为:以文化为价值内核、以保护为传承内核、以传导为目标内核,通过以保护为导向、深挖地域文化、精确传导机制,来实现文旅型小城镇价值、精神和管控的可持续。

With the continuous progress of the national urbanization process, cultural and tourism small towns are playing an increasingly important role in the construction of characteristic towns and rural revitalization. However, the planning of different types and levels is often independent of each other, which makes it difficult to unify the ideas of urban construction and lack of impetus for sustainable development. How to construct a sustainable planning system, it is very important to guide the urban development and construction scientifically. Sustainable planning of small towns based on text brigade type system construction and the necessity of "priority, containing, system, dynamic" as the logical relationship, combined with ten years practice case of sustainable planning system construction in Qingmuchuan Town, Ningqiang County, Shaanxi Province, summarize the main points of sustainable planning system construction is the culture as the core values, in order to protect the inheritance is aiming at conducting the kernel, through protection oriented, dig the regional culture, accurate transmission mechanism, realize the value of type text brigade of small towns, spirit and sustainable control.
