长江流域重点水域禁捕工作专题调研报告

Investigation report on the prohibition of fishing in key waters of the Yangtze River Basin

长江是中华民族的母亲河、生命河,是中华民族发展的重要支撑。为加快推进长江流域重点水域禁捕工作,农业农村部长江流域渔政监督管理办公室派出调研组赴长江10个省市开展了长江禁捕专题调研,摸清了长江退捕渔民的基本情况、政策态度以及生产生活现状,系统梳理了长江禁捕面临的转产安置难度大、补偿资金需求多、基层实际情况复杂、全面禁捕监管难等现实问题,并从加强组织领导、保障渔民合法权益、加强执法监管、加强监测评估等方面提出对策建议,扎实有序地推进长江禁捕各项工作。

The Yangtze River is the mother river and life river of the Chinese nation, and it is an important support for the development of the Chinese nation. In order to speed up the prohibition of fishing in key waters of the Yangtze River Basin, Yangtze River Basin Fishery Supervision and Management Office sent a research team to conduct research on the prohibition of fishing in key waters in 10 provinces and cities in the Yangtze River. The basic situation, policy attitudes and production and living conditions of fishermen in the Yangtze River are found out. The practical problems of the difficulty of conversion and resettlement, the need for compensation funds, the complicated situation at the grassroots level, and the difficulty of comprehensive supervision have been sorted out systematically. Also some countermeasures and suggestions are put forward to promote the prohibition of fishing in key waters of the Yangtze River Basin in a solid and orderly manner.
