In view of the limitation of land resources, all countries in the world have put the potential of future economic growth in marine resources. Marine resources have become an important engine to promote future economic growth. Based on the international situation, after the 18th National Congress, China has put forward the strategy of Marine Powerful CountryCoastal provinces and cities actively develop marine economy. In the process of developing marine economy, marine pollution has occurred in many areas. Based on the deterioration of ecological environment, this paper takes Shanghai as an example to study the relationship between marine economic system and marine ecological environment by capacity coupling model. It mainly studies the changes of the coordination degree between the mode of marine economic growth and marine ecological environment. It is concluded that economic growth and ecological environment are not in harmony in the early stage of economic development, after adjusting the mode of economic growth in the later stage, the contradiction between the two has been gradually reduced, but still has not reached a good coordination. Through the analysis of the reasons, we can get the path of sustainable marine economic growth suitable for China's marine ecological environment.
