70年来中国共产党反官僚主义的历程、经验与启示

The Course, Experience and Enlightenment of Antibureaucratism of the Communist Party of China in the Past Seventy Years

官僚主义背离中国共产党全心全意为人民服务的宗旨,是党员干部党性缺失的严重表现。能否彻底铲除官僚主义事关党和国家事业成败,关乎党在人民群众中的形象。中国共产党一贯重视克服官僚主义,中华人民共和国成立以来,中国共产党反对官僚主义大致经过了运动化阶段、扁平化阶段、制度化阶段和常态化阶段。这四个阶段渐次接续,为反对官僚主义积累了“坚持群众路线”“注重调查研究”“精简办事机构”“转变文风会风”等主要经验。这些经验启示我们在全面建成小康社会、实现中华民族伟大复兴的征程中,必须坚决反对官僚主义,制定规章理顺关系,深入基层联系群众,净化政治生态清正廉洁,持之以恒正风肃纪。

Bureacratism deviates from Chinese Communist Party’s purpose of serving the people whole-heartedly,which shows the lack of Party spirit of Party members and cadres.Whether we can completely eliminate bureaucratism concerns the success of the cause of the Party and the state,and the image of the Party on the masses.The Communist Party of China has always attached great importance to overcoming bureaucracy.The practice process of antibureaucratism has roughly gone through the stages of movement,flattening,institutionalization and normalization since 1949.These four stages successively accumulated the main experience of"sticking to the mass line","paying attention to investigation and research","streamlining the office"and"transforming the style of writing and convention"to oppose bureaucracy.These experiences enlighten us that in the process of building of a moderately prosperous society in all respects and achieving the great renewal of the Chinese nation,we must resolutely oppose bureaucratism,formulate rules and regulations to straighten out relations,deepen contact with the masses at the grass-roots level,purify the political ecology,and strengthen discipline in a persistent way.
