The Construction of the Sharing People’s Livelihood Security System in the New Era:Based on the Perspective of New Changes in Principal Contradictions in Chinese Society

中国社会主要矛盾变化呈现了民生保障阶段演进的过程。共享民生是新时代中国民生建设的坐标定向,其具有共享群体广泛性、共享内容丰富性、共享质量提升性等特征。共享民生保障体系建设要注重整体推进与重点突破相兼顾、增强与经济发展的协调性,以及共享层次性与递进性相结合。基于社会主要矛盾的新变化,中国共享民生保障体系构建要坚持以马克思主义政治经济学为指导,通过强化公有制经济主体地位、建立以人民为中心的生产力价值标准和社会主义市场经济发展质量评价体系,完善社会主义生产力和生产关系匹配机制;完善劳动就业、社会保障、家庭保障高度相融且衔接有效的系统保障制度;以新发展理念指导建立和优化与共享民生相匹配的民生财富系统并保障有效落实;深化共建共享并把握好民生制度改革的节奏和秩序。

The changes in principal contradictions in Chinese society show the evolution process of the people's livelihood security stage.Sharing people's livelihood is the coordinate orientation of the construction of national students in the New Era.It has the characteristics of wide-ranging shared groups,richness of sharing content and improvement of sharing quality.The construction of the shared livelihood security system should focus on the overall promotion and key breakthroughs,the coordination of economic development,and the combination of shared hierarchy and progressiveness.Based on the new changes in the principal contradictions of the society,the construction of China's sharing livelihood security system should adhere to the guidance of Marxist political economy,strengthen the dominant position of the public ownership economy,establish the people-centered productivity value standard and the evaluation system of socialist market economy development quality and improve the matching mechanism of socialist productivity and production relations;improve the system security system that combines labor employment,social security,and family security with high efficiency;establish and optimize a livelihood wealth system matching people's livelihood and ensuring effective implementation under the guidance of new development concept;deepen the co-construction and sharing,and grasp the rhythm and order of the people's livelihood system reform.
