Logic and Strategy of Ubiquitous Sport Governance in the New Era

新时代,人民日益增长的美好生活需要和不平衡不充分发展之间的矛盾,产生了全面性、均衡性和充分性体育供给需求。满足这一需求,必须建立与之相适应的体育发展方式和治理逻辑。为了探讨这一问题,以无所不在的体育现象为研究对象,借助于哲学思考和逻辑分析,发现了体育泛在性发展现象,进而提出了泛在体育的观点。研究认为,推动泛在体育发展使之能够满足体育供给需求,必须借助数字技术、智能技术、泛在技术等手段重构融合性体育世界,创新体育治理方式。泛在体育世界的重构开始于"人-机-物"的融合,经由体育数字化、信息化、网络化、智能化等路径完成,是体育世界数字表达、规则体系数字重塑、世界结构数字重构的结果。为了推进泛在体育治理方式,提出了启动中国U-体育计划、建立泛在体育发展规划、以泛在性突破"体育圈子"、构建多元共治机制等策略。泛在体育治理研究为优化体育供给模式,满足体育供给需求,创新体育治理方式,推动体育高质量快速发展提供了智力支持。

In the new era, the contradiction between people's growing need for a better life and unbalanced and inadequate development has resulted in comprehensive, balanced and sufficient sports supply demand. In order to meet this demand, it is necessary to establish appropriate sports development mode and governance logic. In order to explore this problem, this paper takes the ubiquitous sports phenomenon as the research object, with the help of philosophical thinking and logical analysis, finds the ubiquitous development of sports, and then puts forward the view of ubiquitous sports. This study believes that in order to promote the development of ubiquitous sports to meet the sports supply and demand, we must use digital technology, intelligent technology, ubiquitous technology and other means to reconstruct the integrated sports world and innovate sports governance. The reconstruction of the ubiquitous sports world begins with the integration of “ man-machine-materials”, is accomplished by digitalization, informatization, networking and intellectualization of sports. It is the result of the digital expression of the sports world, the digital reconstruction of the rules system and the digital reconstruction of the world structure. In order to promote the ubiquitous sports governance mode, this paper puts forward some strategies, such as launching China's U-sports plan, establishing the development plan of ubiquitous sports, breaking through the “sports circle” with ubiquitousness, and building a multi-governance mechanism. Ubiquitous sports governance research provides intellectual support for optimizing sports supply mode, meeting sports supply demand, innovating sports governance mode, and promoting high-quality and rapid development of sports.
