Evolution Characteristics and Development Trend of Campus Football Policy in New Era

运用文献资料、文本分析和问卷调查法,深入分析校园足球政策的演进特征与发展趋势。结论:校园足球在构建政策体系和注重内涵发展的演进过程中,呈现出决策主体由单一主导到多元协作,核心主题由基础建设到质量提升,政策工具以能力工具和学习工具为主以及鲜明的渐进主义演进特征。进入新时代,校园足球政策需进一步完善"协同自主"的动力机制,倡导多元价值取向,体现以"理性民意表达"为主导的话语规则,不断提升社会群体的政策认同。

This paper analyzed the evolution characteristics and development trend of the current campus football policy by using the literature review and text analysis. Conclusions: Campus football has experienced the evolution of the policy system and the development of connotation;it reflectes the decision-making body from singledominance to multi-collaboration;the core theme gradually changes from infrastructure to quality improvement;the campus football policy tools mainly are ability tools and learning tools and have obvious gradualism characteristics of evolution. In the new era,cam pus football needs to improve the policy dynamic mechanism of “synergy and autonomy”, advocate multiple values, embody the rules of campus football policy discourse dominated by “rational public opinion expression”, and improve the policy identification of social groups continuously.
