我国科技期刊数据政策分析及启示——以中国科学院主办英文期刊为例

Analysis and enlightenment of the data policy of Chinese scientific journals:Taking the English journals sponsored by Chinese Academy of Sciences for example

【目的】调查我国科技期刊的数据政策,为科技期刊的数据政策研究和国内期刊编辑部制定完善数据政策提供参考。【方法】以中国科学院主办的65种SCI收录的英文科技期刊为研究对象,通过期刊网站的投稿指南调研这些期刊的数据政策及其强度,并在此基础上从数据提交、审查、存储和长期保存、引用要求等方面对样本期刊的数据政策进行分析。【结果】37种(57%)样本期刊制定了数据政策,其中84%的期刊实行鼓励性政策,16%的期刊实行强制性政策。各期刊基本上是参照海外合作出版社的政策制定自己的数据政策,这些政策大多包含数据提交、存储和引用等方面的规定,只有极少数期刊规定数据审查的内容。数据政策中缺少数据著作权归属、数据的使用与许可协议等数据相关权益的规定和说明。【结论】我国科技期刊可根据期刊实际状况制定符合期刊自身发展以及学科发展的数据政策,针对数据提交、审查、存储和引用等做出相关规定,并建立数据相关权益的保障机制。相关政府部门、科研资助机构、国内科技期刊均应重视科学数据政策以及科学数据的共享研究,并制定相关政策和措施。

[Purposes]This paper investigates data policies made by Chinese scientific journals,so as to study data policies and provide references for Chinese journals in drafting and improving their data policies.[Methods]Based on 65 SCI-indexed journals sponsored by Chinese Academy of Sciences,this paper analyzed these journals' data policies in terms of data submission,data review,data deposition,and data citation by investigating their author instructions on their websites,as well as the intensity of these data policies.[Findings] Among all sample journals,37 journals ( 57%) publish their data policies. Most journals ( 84%) encourage data sharing w hile a few journals ( 16%) carry out mandatory policies. These journals make their policies based on their overseas partner publishers' policies and their data policies cover data submission,review,deposition,and citation. Only a few journals have data review policy. These journals are lack of the specification and description of data related rights and interests,such as copyright ow nership and data usage and licensing agreements.[Conclusions]Chinese scientific journals should pay attention to formulating and improving data policies that are suitable for their development and disciplinary development according to their ow n situation. Their data policies should specify data submission,review,deposition,and citation,and build the protection mechanism of data related rights and interests. Government bodies,research funders,and journal editors should all attach importance to the research of data policies and scientific data sharing,and make policies and take measures.
