韩国文在寅政府的对朝政策及展望

Moon Jae-in Administration’s Policy toward DPRK

近年来,朝鲜半岛问题成为备受关注的焦点问题之一。韩国文在寅政府为了稳定朝鲜半岛安全局势,积极引导朝核问题的解决,将"无核的和平的朝鲜半岛"作为最优先的对朝政策目标,放弃了此前李明博政府和朴槿惠政府对朝鲜采取的强硬政策,保持了金大中政府和卢武铉政府的"包容政策"与"和解与合作"的基调。因此,文在寅政府强调首先解决两个最重要的课题,即无核化和改善南北关系。不仅要进一步改善和发展朝韩关系,缔结南北基本协定,使南北关系恢复缓和,而且为了实现朝鲜半岛永久和平,以更加务实的外交方法和态度来解决朝核问题,并取得了一系列成果。

The Korean Peninsula issue has become the focus of tension and concern in the worldwide.In order to stabilize the unstable security situation on the Korean Peninsula,Moon Jae-in administration actively guides the solution of the Korean nuclear issue,regards the "nuclear-free and peaceful Korean Peninsula" as the top policy objective,abandons the tough policies adopted by the former Lee Myung-bak administration and Park Hyun-hui administration towards the DPRK,and continues to implement the former Kim Dae-jung administration and Park Hye-hui administration.The inclusive policy of Roh Moo-hyun's administration has the keynote of "reconciliation and cooperation".Therefore,Moon Jae-in administration stresses that the first two most important issues to be addressed are the denuclearization of the DPRK and the improvement of the DPRK-ROK relations.Not only should we further improve and develop the DPRK-ROK relations,conclude basic agreements between DPRK and ROK,and restore the relaxation of DPRK-ROK relations,but also in order to achieve permanent peace on the Korean Peninsula,we should adopt more pragmatic diplomatic methods and attitudes to solve the Korean nuclear issue,and have achieved a series of fruitful results.
