公安执法规范化是公安机关落实全面依法治国的必然要求,是法治公安建设的重要环节。目前的执法规范化建设存在不平衡、不精细、不透明现象,执法规范化水平与公众期待存在差距,尤其在新媒体时代,一些执法不规范的典型性事件严重影响执法公信力。为此,公安机关要积极适应全面依法治国的要求,贯彻“以人民为中心”的发展理念,主动适应新形势下执法规范化的新要求。公安机关和民警要深刻认识公安执法规范化的现实内涵,着力构建系统的执法规范化管理体系,探索应用现代信息技术打造执法管理平台,强化执法监督、责任追究和执法质量考评,推进公安执法规范化工作的良性发展。

The standardization of police law enforcement is an inevitable requirement for public security organs to implement the rule of law in an all-round way and an important link in the construction of public security under the rule of law. At present, the construction of law enforcement standardization is unbalanced, unprocedural and opaque. There is a gap between the level of law enforcement standardization and public expectations. Especially in the new media era,some typical incidents of non-standard law enforcement seriously affect the credibility of police. Therefore, the public security organs should actively adapt to the requirements of comprehensive rule of law, implement the idea of "peoplecentered", and actively adapt to the new requirements of law enforcement standardization under the new situation. Public security organs and police should deeply understand the realistic connotation of the standardization of police enforcement, focus on building a systematic standardized management system of law enforcement, explore the application of modern information technology to build a law enforcement management platform, strengthen law enforcement supervision, accountability and evaluation of law enforcement quality, so as to promote the sound development of public security law enforcement standardization.
