关于当前我国金融治理的缘由、内容及对策研究——对改革开放40年金融治理经验的总结

Study on the Root Causes,Contents and Countermeasures of Current Financial Governance in China

由于金融劣根性存在,金融治理与金融乱象作为一对矛盾始终存在,只是不同时期、不同背景下各有特点。近两年政府部门针对金融领域乱象展开专项整治,但治理目标与任务远远未达到要求,为此回顾和总结改革开放四十年来金融治理经验、教训,从中找寻现实治理工作的启示。金融乱象的形式、内容虽然在40年里有所变化,但治理的原理相同,既要始终坚持强监管、严监管,也要根据金融乱象的新形势、新特点采取对应措施。

Due to the existence of financial evils,financial governance and financial chaos always exist as a pair of contradictions,but each has its own characteristics in different periods and backgrounds. In the past two years,government departments have launched a special rectification against the chaos in the financial field,but the governance objectives and tasks are far from meeting the requirements. To this end,we have reviewed and summarized the experience and lessons of financial governance over the past 40 years of reform and opening up,so as to seek enlightenment from the practical governance work.Although the form and content of financial chaos have changed somewhat in 40 years,but the principle of governance is the same,we must always adhere to strong supervision and strict supervision,and take corresponding measures according to the new situation and characteristics of financial chaos.
