2013年11月,习近平总书记在湖南省湘西考察时首次提出了“精准扶贫”的工作思想。2017年6月,习近平总书记在深度贫困地区脱贫攻坚座谈会上谈到,我国深度贫困的主要成因之一是社会文明程度低,群众脱贫内生动力不足。如果贫困是一种病症,那么“扶志”就是一剂良药。贫困群众只有具备脱贫意识,才能在根本上摆脱贫困。“扶志”才能催生贫困人口脱贫致富的动力。

In November 2013,general secretary xi jinping first proposed the idea of"targeted poverty alleviation"during his visit to xiangxi,hunan province.In June 2017,general secretary xi jinping told a symposium on poverty alleviation in deep poverty areas that one of the main causes of deep poverty in China is the low level of social civilization and insufficient internal impetus for the masses to lift themselves out of poverty.If poverty is a disease,"supporting aspiration"is a good medicine.Only with the awareness of poverty alleviation can the poor people fundamentally shake off poverty. The drive to lift the poor out of poverty and become rich will come from"supporting aspiration".
