提升我国化工园区安全环保管理水平的建议

Suggestions on Improving the Safety and Environmental Protection Management Level of China’s Chemical Industry Parks

目前我国石化行业连续发生重特大安全事故,给全行业带来极大负面影响,而化工园区是我国石化产业集约化发展和转变发展方式的重要载体,本文系统分析了我国化工园区发展现状及存在问题,提出应从规划布局、设立准入、经营管理、应急救援能力建设等方面进一步规范和完善化工园区建设,全面提升我国化工园区安全环保与建设管理水平。

At present,China's petrochemical industry has suffered serious and serious safety accidents,which has brought great negative impacts to the whole industry.The chemical industry park is an important carrier for the intensive development and transformation of China's petrochemical industry.This paper systematically analyzes the development status and existence of China's chemical industry parks.The problem is to further standardize and improve the construction of chemical parks from the aspects of planning and layout,establishment of access,operation management,and emergency rescue capacity building,and comprehensively improve the safety,environmental protection and construction management level of China's chemical industry parks.
