Study on the Supply Status and Influencing Factors of Government Basic Social Services

基本社会服务作为基本公共服务的主要构成部分,其供给状况直接影响到人民群众的获得感。在基本社会服务总量不断增加的背景下,以供给.需求匹配为视角构造基本社会服务的分析框架,对基本社会服务的供需现状及供需匹配情况进行分析,在此基础上对影响基本社会服务发展的因素进行研究。为此,提出了提高基本社会服务供给总量和供需匹配度、促进基本社会服务均衡发展、建立省级基本公共服务清单制度以促进基本社会服务发展等政策建议。

As one of the most important components of basic public services,the supply of basic social services directly affects the people’sense of gain.Against the backdrop of continuous increase in the total amount of basic social service,this paper constructs an analytical framework from the perspective of supply-demand matching,focusing on the analysis of the current supply and demand of basic social service and their matching.On this basis,the paper also studies the factors affecting the development of basic social services.Based on the above analysis,we put forward the following suggestions for future policies:increasing the total supply of basic social service and improving the matching of supply and demand,promoting the balanced development of service,and establishing lists of provincial basic public service to improve the provision of basic service.
