The Organic Integration of Poverty Alleviation and Rural Revitalization: Logical Relationship,Features and Focal Points

打赢脱贫攻坚战和实施乡村振兴战略是党的十九大对全面建成小康社会、实现“两个一百年奋斗目标”作出的重大决策部署。党的十八大以来,中国减贫成就斐然,连续六年年度减贫超过一千万人,436个贫困县脱贫摘帽,在体制机制、政策落实、成效认定等方面积累了一定的成功经验,为实现乡村振兴提供了良好的借鉴。脱贫攻坚与乡村振兴有机衔接,要在深刻理解和把握衔接内涵的基础上,实现二者在重点目标、体制机制、政策措施、成效认定等多方面、全方位的有机衔接。

Winning the battle against poverty and pursuing the rural vitalization strategy are the major decisions made by the 19th National Congress of the Communist Party of China for building a moderately prosperous society in all respects and achieving the two centenary goals.Since the 18th National Congress,China’s poverty reduction achievements have been remarkable.The number of the poor population has decreased by more than 10 million for six consecutive years,and 436 poverty-stricken counties have been lifted out of poverty.Poverty alleviation has accumulated some successful experiences in terms of institutional mechanisms,policy implementation,and effectiveness evaluation.These successful experiences can provide a good reference for implementing the rural vitalization strategy.Based on a deep understanding of the connotation of convergence,poverty alleviation and rural revitalization will achieve a multi-faceted and all-round organic integration in key objectives,institutional mechanisms,policy measures,and effectiveness identification.
