小农户与现代农业有机衔接:结构、模式与发展走向——基于供给侧结构改革的视角

Smallholders’ Organic Involvement in the Development of Modern Agriculture from the Perspective of Supply-Side Reform: Structure,Mode and Development Trend

小农户与现代农业有机衔接是实现乡村振兴的推力,供给侧改革和中国小农的多元面向为二者衔接的多样性提供了可能空间。在家庭劳动力供给质量弱化、政府保障机制供给错位、市场交易成本居高不下以及社会服务供给缺位的现实条件下,多主体参与的衔接模式在各地不断涌现,为小农户与现代农业有机衔接提供了多元化的思路。根据供给主体差异,具体衔接模式包括“小农户+合作社”“小农户+合作社+企业”“小农户+社会组织”、农村电商、农业社会化服务体系以及小农户发展为家庭农场等。文章在对其中四种模式的内容分析及案例评价的基础上,从立足农民传统、重识农业价值、整合社会资源和创新合作形式四个维度提出小农户与现代农业有机衔接的发展走向。

The organic connection between smallholders and modern agriculture is the driving force for rural revitalization.The supply-side reform and the multi-faceted orientation of China’s smallholders provide a possible space for the diversity of the connection.Under the realistic conditions of weak family supply quality,misplaced government guarantee mechanism,high market transaction costs and lack of social service supply,the connection mode of multi-subject participation has been emerging in various places,providing diversified ideas for the organic connection between smallholders and modern agriculture.Based on the content analysis and case evaluation of the four models,the paper proposes the development trend of the integration of smallholders and modern agriculture from four dimensions:based on farmers’ tradition,rediscovering the value of agriculture,integrating social resources and innovative cooperation forms.
