问题楼盘的缘起与社会风险分析

当前,随着我国经济社会的快速发展,房地产行业实现了井喷式发展,在取得辉煌成就的同时,问题和矛盾也不断累积,问题楼盘逐渐成为影响社会稳定的重大社会风险。因此,全面、系统开展“问题楼盘”研究,已经成为一件非常必要也是亟须推进的工作。但目前学界关于“问题楼盘”的概念界定、产生与风险等问题的研究还基本上处于空白阶段,并没有相关系统、深入的研究。鉴于此,尝试对问题楼盘的概念界定、产生缘起和社会风险等方面进行系统的分析,以期为问题楼盘的进一步研究奠定初步的基础,为构建化解问题楼盘及其引发的社会矛盾的体制机制提供一定的启示。

At present,with the rapid development of economy and society in our country,the real estate industry has achieved blowout development,while making brilliant achievements,problems and contradictions are also accumulating,and the problem property has gradually become a major social risk affecting social stability.Therefore,comprehensive and systematic research on“problem real estate” has become a very necessary and urgent work.However,at present,the definition of the concept of“problem real estate”,generation and risk and other issues are still in the blank stage,and there is no relevant system,in-depth research.In view of this,this paper attempts to make a systematic analysis of the concept,origin and social risks of the problem real estate,in order to lay a preliminary foundation for the further study of the problem real estate and to provide some enlightenment for the construction of the institutional mechanism for resolving the problem property and the social contradictions caused by it.
