专业社会工作介入社会救助的实践路径与对策研究——以合肥市“乐助·常青”社会救助项目为例

Research on the Practical Approach and Countermeasures of Professional Social Work in Social Assistance——Taking Hefei "Lezhu · Changqing" Social Assistance Project as an Example

社会救助是一项托底线、救急难、保民生的基础性制度安排,在保障居民基本生活方面发挥着重要作用。随着经济迅速发展和社会结构调整,传统社会救助在形式和内容上都变得比较单一,救助对象多样化服务需求无法得到解决。事实上,对于困难群体来说,恢复和发展能力比简单的物质援助更重要。专业社会工作介入能弥补传统社会救助的不足,可在救助对象能力提升、心理疏导、资源链接等方面提供帮助,从而实现更精准、有温度的社会救助。

Social assistance is a basic institutional arrangement which supports the bottom line, helps meet urgent needs and ensures people’s livelihood, and it plays an important role in guaranteeing the basic life of residents. With the rapid development of economy and the adjustment of social structure, the traditional social assistance has become relatively simple in both form and content, and the needs for diversified service of people in need cannot be addressed. In fact, the capacity of recovery and development is more important for difficult groups than simple material assistance. Professional social work intervention can make up for the deficiency of traditional social assistance, and provide help in improving the ability of relief objects, psychological counseling, resource links and other aspects, so as to achieve more accurate and warm social assistance.
