The paper attempts to dig out the inherent development of ice and snow tourism culture in Jilin city by first analyzing its current state and problems existed in its developing process.Updating the techniques of transmission, transforming the cultivation mode of talents in higher education and promoting translation standards for ice and snow tourism culture have been put forward in order to foster the prosperity of ice and snow tourism culture in Jilin city and enhance the living standard and life qualities of Jilin people.
