摘要
针对海事信息数据治理中系统异构和安全等问题,分析并总结国内外海事信息的管理现状,以区块链技术的优势和原理为出发点,提出一种基于区块链技术的海事信息管理模式,并设计系统模型与构架以提升效率与安全性。为说明适用性,以船员认证信息管理的场景为具体演示,详细说明区块链上信息认证与验核的实现流程,就可行性进行探讨。研究结果表明:从逻辑契合和技术匹配的角度,区块链技术能够广泛扩大海事管理参与的主体范围,解决现有问题。区块链技术可作为“一带一路”沿线国家海事数据治理的“一个窗口”协同框架,给未来无边界的海事多元协作提供新的技术思路。
Aiming at system heterogeneity and security problems, the domestic and international situations of maritime data governance and information management are reviewed and the blockchain technology based maritime information management system is proposed. The information management model and framework are designed for better efficiency and security. The scenario of crew authentication information management is illustrated. The work flow of information authentication and verification with the blockchain is described in detail and the feasibility of the process is discussed. The effectiveness of the blockchain technology in solving currently existing bottleneck is demonstrated. It is suggested that the potentials of the blockchain technology is a new way in developing “one window” collaborative framework for maritime data governance of the countries along the Belt and Road.
