摘要 “双万计划”是一流本科建设的具体行动,是推动高等教育内涵式发展的核心工程。实践中,“双万计划”从政策文本到政策落实,由于政策执行场域的变化,可能导致不同场域政策目标的非一致性;由于政策执行的非统一性和分散性,可能导致政策的限度;由于项目制的功利主义导向,可能导致一流本科建设整体目标的裂解。因此,关键是要使高校真正成为“双万计划”的执行主体,切实整合专业教育资源,使“双万计划”的实施过程成为建设过程。 “Double Ten-thousand Plan” is a concrete action of first-class undergraduate construction and a core project to promote the connotative development of higher education. Whether in policy text or policy implementation, due to the change of the policy implementation field, in practice it may cause the inconsistency of the policy objectives in different fields. Because of the non-unity and dispersion of the policy implementation, it may lead to the limit of the policy. Because of the utilitarian orientation of the project system, it may lead to the cracking of the overall goal of the first-class undergraduate construction. Therefore, the key is to make colleges and universities really become the implementer of "Double Ten-thousand Plan", effectively integrate the professional education resources, and make the implementation process become the process of construction.
