党的十九大报告指出,要发挥人大及其常委会在立法工作中的主导作用。当前,我国享有立法权的地方人大在立法中的主导作用逐渐虚化、弱化,阻碍了人民意志向国家法律的转化。基于此,结合十九大、十八届四中全会和《立法法》关于人大主导立法的相关内容,提出完善地方人大主导立法的路径设计:厘清人大主导立法的内涵和要求,增强信息获取能力,健全立项机制,健全法规起草机制,加强主导立法的意识和能力。

The report of the Nineteenth Party Congress pointed out that the leading role of the NPC and its Standing Committee in legislative work should be brought into full play. At present, the leading role of the local People's Congress with legislative power in legislation has gradually weakened, which hinders the transformation of people's will into national laws. Combined with the relevant contents of the Fourth Plenary Session of the Nineteenth and Eighteenth Central Committees and the Legislative Law on the People's Congress-led legislation, the thesis puts forward the path design of improving the local People's Congress-led legislation: clarifying the connotation and requirements of the People's Congresses-led legislation, enhancing the ability of information acquisition, improving the project-setting mechanism, improving the mechanism of drafting laws and regulations, enhancing the consciousness and ability of leading legislation.
