论医疗腐败的伦理治理——以大学附属医院为例

Ethical Governance of Medical Corruption: Taking the University Affiliated Hospital as An Example

医疗腐败是由于医疗机构的相关利益主体滥用委托权力而产生。医疗机构相关管理制度不完善,没能有效规范权力运行,是导致委托权力滥用的重要因素之一。以医疗机构制度伦理为切入点,分析医疗腐败的类型、表现及危害。以大学附属医院为例,透视医疗机构管理制度的价值导向。通过剖析价值与责任、效率与规律、务实与务虚的伦理冲突,以求和、求是、求实为完善制度的价值诉求,以此进一步扎牢不能腐败的制度笼子,规范权力运行,从源头上遏制医疗腐败。

Medical corruption is caused by the abuse of authority of agency by the relevant stakeholders of medical institutions. The imperfect management system of medical institutions, which cannot effectively regulate the power, is one of the important factors leading to the abuse of authority of agency. From the medical institutional ethics, this paper discusses the types, manifestations and hazards of medical corruption. Taking the university affiliated hospital as an example, the value orientation of the management system of medical institutions is discussed. By analyzing the ethical conflicts between value and responsibility, efficiency and regulation, practical and theoretical, the authors advocate to further strengthen the non-corruption policy with value pursue of harmony, truth and reality, regulate the power and governance medical corruption from the root.
