公安机关执法管理中的“三位一体”,是指将执法办案场所管理、案件管理、涉案物品管理三者实行一体化管理。北京市公安局各分局建设的执法办案管理中心具有服务办案、支撑办案和监督办案的基本职能,也具有案件管理中心的部分职能。在派出所等基层执法部门建立案件管理组是公安机关对执法办案活动进行源头管理的创新之举,也是将执法监督触角前移的重要方式。探索分局执法办案管理中心与基层案件管理组两级执法管理网络的构建并完善其运行机制,对于提升公安机关的执法管理质量具有重要意义。
