新形势下防雷安全监督管理标准体系构建实践与思考

Practice and Thinking on the Construction of Standards System on Lightning Safety Supervision and Management Under the New Situation

随着全国防雷减灾体制改革不断推进,防雷减灾工作面临新形势、新要求,迫切需要创新防雷安全监管模式。本文通过通用基拙标准、重点单位防雷安全监管标准、吩雷检测机构监管标准、防雷减灾行政执法标准和防雷检测机构资质管理标准等五个分体系的建立,构建了防雷安全监管标准体系,同时提出了标准体系构建过程中发现的问题及建议,以推进防雷安全系列监管标准应用实施,提升防雷安全监管能力。

As the reform of the national system for lightning protection and disaster reduction continues to advance,the work of lightning protection and disaster reduction is facing new situations and new requirements.This paper,through the establishment of five sub-systems including general basic standards,lightning safety supervision standards for key units,lightning detection agency supervision standards,lightning disaster reduction administrative law enforcement standards and lightning detection agency qualification management standards,constructs the lightning protection safety supervision standards system,and meanwhile puts forward the problems found in the construction process of the standards,system and provides related suggestions to promote the application and implementation of a series of lightning safety supervision standards and enhance the ability of lightning safety supervision.
