“一带一路”建设旨在通过构建人类命运共同体,扩大我国全面改革开放格局,促进并加快我国全面融入全球经济一体进程。通过推动发展与沿线国家的经济合作与文化交流,实现共赢,进而大大提升我国的综合实力。如何进行国际制度与组织建设的架构是衡量“一带一路”建设推进程度的重要标尺,也是其走向成功的必须路径。“一带一路”从倡议的提出到与周边国家的合作建设成就凸显,是否以及如何推动将其构筑成为带有区域经济或文化组织色彩的国际组织或机构,则需要在制度构建方面具体化,特别是框架设计层面需要在国际法治语境下融入到全球治理中去,从而发挥出更大的作用。
