摘要
高等教育合作战略的推行,是"一带一路"沿线国家实现社会根基合作和民心相通的重要内容,除了要考虑各国高等教育发展特点,还要以各国经济发展现状为基础。文章构建经济发展水平和高等教育发展水平的评价指标体系,以包括中国在内的53个国家为样本国家,以2011年至2018年为样本期间,对高等教育和经济发展方面的多项统计指标进行测评和定量测度。在经济测度的视角下,结合对高等教育发展水平的度量,构建"高等教育-经济"双维度矩阵,绘就"一带一路"沿线各国的特征图。从各类别国家不同的高等教育和经济发展特征出发,指出"一带一路"的高等教育合作,应秉承因地制宜的原则,分类别、有重点、分步骤地系统推进。
The implementation of higher education cooperation is an important part of social-based cooperation realization and people-to-people communication in countries among "The Belt and Road". In addition to consider the development characteristics of higher education in different countries, it should also be based on the current situation of economic development. This thesis constructs an evaluation index system with a series of statistical indicators to measure the level of economic development and higher education. 53 countries, including China, are taken as the sample countries and 2011 to 2018 as the sample period, to evaluate and quantitatively measure the level of their higher education and economic development. Then based on the measurement of economic development, this thesis combines the two quantitative levels of higher education and economic development to build a two-dimensional matrix of "high education and economic development" and draw the characteristic maps of countries along "The Belt and Road". Based on the different characteristics of higher education and economic development in various countries, this thesis points out that the cooperation in higher education among "The Belt and Road" countries should adhere to the principle of adapting measures to local conditions according to categories, steps and emphases in a systematic way.
