国家标准《井用潜水泵》实施效果评价——以浙江省温岭市为例

Evaluation of the Implementation Effect of the National Standard on Submersible Pumps for Deep Well——A Case Study of Wenling City in Zhejiang Province

摘要 本文以浙江省温岭市为例,采取问卷调查和实地调研相结合的方式对国家标准GB/T 2816-2014《井用潜水泵》的实施效果进行评价.通过分析可知,标准指标适用协调,自标准实施以来,温岭市市场监管部门、泵业行业协会、泵业企业均采取有效措施,推进标准实施,企业技术装备不断提档升级,产品合格率持续领先,企业经济社会效益日益显现,取得了良好的实施效果,但同时,仍然存在部分企业产品全生命周期质量控制不强,自主制修订标准意识薄弱,高端产品比重较低等问题.为此,研究提出加强产品全生命周期质量管控,增强企业自主制修订标准意识,多举措提高企业高端产品比重等标准实施对策建议. This paper takes Wenling city of Zhejiang province as an example,evaluates the implementation effect of the national standard GB/T2816-2014,Submersible pumps for deep well,by means of questionnaire survey and field investigation.According to the analysis,it indicates that the standard index is applicable and consistent.Since the implementation of the standard,Wenling Administration for Market Regulation,pump industry associations,and pump enterprises have taken effective measures to promote the implementation of the standard.The technical equipment of enterprise shas been continuously upgrading,and the product qualification rate continuesat an advanced level.With the good implementation effect,the economic and social benefits of enterp rises were significantly improved.But at the same time,weak product life-cycle quality control,weakly aware of the standard of self-made revision and lower ratio of high-end products are still existing problem sinsome pump enterprises in Wenling.Therefore,certain counterm easures and suggestions are proposed in this paper,such as strengthening the quality control of the whole life-cycle of products,strengthening the consciousness of the standards revision of enterprises,and increasing the proportion of the high-end products of enterprises by many measures.
